The ideal method is to use skylights/rooflights that follow the pitch line of the roof. This is fitted by removing the tiles and battens where the skylight will be fitted. The skylight frame is fitted and the surrounding tiled to a good finish. Such type of window is the most cost-effective and no permission is required to install it.
